Root access SHOULD allow you to USB tether. Normally it's up to your provider
whether to allow it or not (one more reason I buy my phones outright from the
manufacturer rather than subsidize through the cell company). 

What version of android are you running? When you go under Wifi & Network -
Hotspot and tethering, does USB tethering show up at all, even greyed out?
