It arrived here as this garbled mess.
So either you sent it like that, our somebody on the path between our 2 nodes
changed your message to include those additional characters.

As far as I know the A in ANSI stands for american ... that does not sound very
 global to me.

If you would take UTF-8 as an example I would understand.
I know ANSI only to communicate some color information in the menu of ancient
BBSes.
I have not seen any "new" implementation of ANSI in the 21st century for a new
usecase.

That is also the only real world usecase I have seen.
