I downloaded the text as Atari-Fig.txt and then loaded it with gedit under Linux (which knows about UTF-8) so it looks fine. I can read it well that way, but that's all. I tried a Windows converter using wine and it didn't really work or I don't really know how to use it (it tried) called CpConverter_v0.1.5.zip (really CpConverter.exe).
