It may be the slotted disc. The Amiga mice tend to use two slotted wheels, with
an infra red LED and receiver. One for vertical, one for horizontal. The Amiga
then counts pulses to know how far the mouse has travelled. You may have an
issue with the disc (wheels broken, popped off, jammed), led, receiver, or
something else...
Assuming that the problem is isolated to one mouse, and not multiple mice... If
it's the latter, then your Amiga has a problem.
