A Pi will do it with VICE and there must be off shoots of the original 6502 that would do it as well - So why recreate a chip with an expensive FPGA? Easy enough to make the housing and use off the shelf keyboard and ports adding USB & Ethernet since they are there. It would take some work, but be a lot cheaper and be able to do more.
