They needed a TV with a built in decoder, or you could use a computer with an attached teletext adaptor. The most popular would be the BBC Micro which has "Mode 7" that uses the teletext character set. It was originally used to send news, weather, sports, and financial information and expanded to games, kids stuff, regional information etc. Even before that, it may have been invited to provide subittles (closed captioning) for the deaf and hard of hearing. Teletext was invented in the UK and was popular in Europe. A few US stationed experimented with it but it never caught on. .
