Using software and specific types of video cards, you can extract the VBI, as it's called, which can then be converted into individual packets that make up the pages. If your in-laws are willing to let some of the tapes go, I'd gladly give it a try. My parents had a "Last Night of the Proms" tape from 2005. I was able to get a pretty good capture of BBC 1 Ceefax from that date.
