In my experience, there are often little things that don't quite work right 
after suspending and resuming.

Maybe try restarting /etc/init.d/network-manager ?  It is quite possible that 
the system turns off the power to the WiFi adapter when it goes into suspend, 
which probably means you're stuck having to toggle the WiFi switch to get the 
power turned on again.
