Agree, the "time" is correct, but without a TZUTC kludge nobody else knows what timezone that time represents.

So yur message did come through as 12:38 (well 12:37):
when_written     60F0F0F1 0000 Fri Jul 16 12:37:37 2021 UTC

But since there is no TZUTC, it would be assumed to be UTC. You should have TZUTC: -0400 as a kludge (or something like that) I'm guessing...
