The problem is apparently with netmail and apparently only happens when I
send a netmail that doesn't get bagged at the same time as an outgoing
echomail message.  If squish only finds a netmail to send out, it is puting
it in the Z1 outbound.

Figuring out why is turning out to be a PITA.
