I was helping to man the SKYWARN booth at the Greeneville hamfeast when I
had the opportunity to talk to the Delta Division manager.  Nice guy and we
struck up a conversation about how hams on a budget could afford ARRL and
how ARRL was working on ways to do so.

Looks like he was just talking out his ass.
