We have that problem around here with an above-ground water table and
hard-packed rocky clay soil.  Some places stay flooded for months
during the rainy season.  Heck, at my parents' place, I remember in
January 2019 the creek rose eight feet above its flood level and made
everyone go 10 miles out of the way to get to town...except me.  I
drove ovwer the little flooded bridge in my 4WD Pathfinder. :D
