The first year they made them legal on the state level, I expected the next morning to go outside and find large craters in people's yards. :) After that year, my city opted to make them illegal in city limits. It has not been as bad since... sounds like people are still having fun without being dangerous. That first year, folks were supposedly firing the "big" fireworks off of apartment balconies and other not-so-smart places, which is what lead to them becoming illegal again locally.
