I don't know of any shortage of those but, then again, I live in the heart
of bourbon country so I don't know what it is like elsewhere.  :)  The
shortage was apparently of chinese-made fireworks.  If my neighbors are any
indication, the shortage was not as great as they made it out to be on the
news.
