Google's Android phone app now tells me if there's the call is a SPAM risk 
or a possible telemarketer. Once you receive a call for the first time it 
asks you if you want to block it.

Not as much fun as tying up the line and making the telemarketer 
theoretically pay for the call, but with SIP trunks that's pretty much a red 
herring these days.
