The most common negotiation with them seems to be "Your material is too expensive, if you can't cut us a special price people is not gonna be able to afford it." Social Security will gladly pay the laboratories for lots of medications whether they are necessary or not. What you see in certain pharmacies is shameful. Some grandpa will go in and start putting things in his bag, then discard at the counter anything that he is told is notcovered by social sec (even if it is worth 1.25 bucks). They essentially take more than they need by large margins. In many cases they ship those meds to countries in which there is shortage (like a good chunk of South America) and sell them there for great profit.
