I don't use Allfix or T-Mail but with BinkleyTerm, I have IRex set up to 
recognize BT's BTRESCAN.NOW semaphore which causes BT and IRex to immediately 
rescan the outbound directories.  Since I am currently not running a POTS node, 
I have IRex set up for "immediate crash" of mail via BinkP and it seems to work 
quite well in synchronizing mail.  Maybe T-Mail has such a feature?

I do have a forced polling event in Internet Rex to ensure that all mail, 
whether "stuck" or not, gets sent out hourly.
