yeah, you're right.  in my city there's a problem where everything fell apart 
from decades of democratic rule.  we had a mayoral election and less than 30% 
of registered voters came out and voted.  i didn't vote either because it was 
a shitty choice.   oh but when they voted in the presidential election
somehow we had more than a 100% voter turnout :D

all they need to do is offer free shit and the idiots vote democrat.
