You can just pull up the editor commands by typing "/" while editing a message and toggle taglines off.

Furthermore, sysops can choose whether to use taglines system-wide in the BBS configs. They can be set to toggle on/off on DEFAULT for users, and users can set that themselves - but I wish there were a toggle in the Account Settings Menu, too.
