I know you're not trying to be Captain Obvious but it had nothing to do with
config's or files. One morning it just decided to refuse to bind to port 23.

The computer had months of consistant uptime and a nightly event to purge the
Arp table and "reset" the Ethernet stack. Even after the computer was rebooted
that net2bbs still refused to bind to port 23.

After a few hours of screwing around with it I gave up... its just a telnet 
server and as soon as I replaced it with my backup of Zoob, problem solved.

That was... several years ago now I think.
