WWIV is also in development still (I think) but sucks.

Oblivion/2 was in production a few years back, but I think it's been
abandoned (more info about that is likely to be found at caphood's BBS.)

Wildcat! is still for sale for as low as $1000 per license I think ;)

That's a very easy thing to do now thanks to Rick Parrish's fTelnet (go to
ftelnet.ca)

There's a setup "wizard" type thing there where you punch in your BBS's info,
then it gives you some javascript that you can just copy and paste into your
webpage and then presto! Your BBS is accesible on your webpage.

(Tip: You can use CSS to make the fTelnet elements match your BBS' style!)
