Synchronet has SyncDraw but I'm not sure many people use it. I created most of mine in PabloDraw and then use TheDraw with TheDrawFonts (TDF) packages to create the text headers. There are others that may be better but I'm familiar with these. Some board will have graphics shown during login which are likely sysop generated or from an art pack and usually stored as a file.
