Subj : How is The Artwork of a BBS Generally Made?

It's a topic I've been meaning to read up on--as well as the history of BBS' itself other than the documentaries I've seen on the topic. But I'm very curious if the artwork I see populating boards are created in another software and simply ported over to the software running the board, or if the package for the BBS software comes with art creation software.
