Local communities were the consequence of how the phone system  
worked. That is, local calls were more attractive than  
longdistance ones.  So, cost drives the public.

Today, even a landline costs about $60-$70/mo.  Whereas,  
mobile/internet services are much less.

That's the key - to have helpful and friendly participants, no  
matter their origin, really.
