Read this in a newspaper post:
  Three unidentified flying objects recently shot down may be harmless.
  Investigators have not yet found evidence that they were tied to Chinese
  surveillance.

Probably most people thinking "we shot down an innocent balloon!".  I'm
thinking it just might be a sneaky way to get us (and other countries)
used to those balloons floating by -- and start using them for
surveillance then: "just another balloon".  Plus could be trials:
animals were sent up into space before humans were.
