Both are better covered by satellites, of which they have hundreds if not thousands. Nope, I think this was a couple things: 1) Ongoing "see what we can get away with" which finally rubbed up against suspicious civilians, which forced our gov't to officially pay attention. (It's not like NORAD didn't know what was in our air space.) 2) Mapping wind patterns for dropping pathogens, having noticed what a dither we got into with the one they sent by air express. (China having an appalling lack of ability to think ahead.
