One of the local TV stations (forget which, it's on Youtube) aired video 
that was reportedly local capture, of both balloon and of the smoke 
trail from a high-altitude explosion, after which there was no balloon.

Sounds to me like D.C. got caught with their pants down, or rather got 
caught bending over, and are now scrambling to wipe off the evidence, 
meanwhile throwing a few sops to the public.

Cheap civilian-grade cameras are now quite good enough to capture detail 
on such objects at long range, and there you have a problem for a gov't 
that had been previously winking at such flybys. -- My $150 camera that 
doesn't even have manual focus can pick up Mars well enough to not only 
show a disk but also see some surface details. (Tho can't hold autofocus 
for taking the shot.)
