Sounds to me like D.C. got caught with their pants down, or rather got caught bending over, and are now scrambling to wipe off the evidence, meanwhile throwing a few sops to the public. Cheap civilian-grade cameras are now quite good enough to capture detail on such objects at long range, and there you have a problem for a gov't that had been previously winking at such flybys. -- My $150 camera that doesn't even have manual focus can pick up Mars well enough to not only show a disk but also see some surface details.
