Why does this remind me of "he who smelt it dealt it"?

Any theories as to why the 'sudden' usage of balloon surveillance?  
Possibly not new, just travelling at a reduced altitude because of 
weather conditions (lower Jet Stream?  I don't know enough about it 
other than its path moves).  

Also, I don't recall anything on if they were transmitting data.  Seems 
they were not; waiting to be collected later.  Sneaky: if if doesn't 
radiate a signal harder to detect.
