First off, this might not be HAM related... or might!  :)

A neighbor has what I think is an antenna hanging on one side of his house,
near the top of a two-story wall.  It is made up of a PVC-pipe rectangular
frame (with an extra pipe down the center between the long pipes for
support), and what looks a lot like chain link or chicken wire inside the
rectangle.

I have been curious about it for a while.  :)
