It's boiling <goes off, checks the included water-measuring doodad> 
1/8th to 1/4th cup of water, depending how cooked you want your eggs. 
That doesn't take much!

And you don't want to cook eggs too fast; they get tough.

It's really a steam cooker, and the water barely covers the hotplate.
