I can point out one state: New Hampshire, where I was raised. No state sales tax. A portion of the budget is from tourism -- there is a rooms and meals tax. State also runs the liquor stores; prices are significantly cheaper than the private stores in Massachusetts. I think it was the late 60's there was almost a 'war' between the two states: unmarked MA State Police were patrolling on NH Liquor Store properties to identify MA residents buying their liquor in NH and importing into MA (illegal per MA law). NH did something like charge MA with trespassing and other illegal activites on NH State Property. OK, back to topic. Property taxes are above average, seems to partially compensate for not having a sales tax. Electric and natural gas prices are IMO outrageous. Not directly controlled by the State but regulated by a state board some would think some control. A few months ago I needed to check something in my Mother's bank account and noted a payment for something like $400 for either electricity or (natural) gas -- forgot which. Asked about the billing cycle -- quarterly?? Nope, monthly. ??!! She pays about three times for each utility what I here in Iowa pay for both. (NH has two separate utilities; IA has one combined.)
