Could be -- with 'tag'/'tagging' I still think of plying "Tag - You're 
It"!  Definition for 'tagged graffiti " I looked up just now gave:

The pictures seem to qualify for being tagged.

Yup, warrents a call to the Police; they were probably unable to do 
anything about your specific episode but the report would help then 
track movement and expansion, and eventual elemination, though I think
that last is a bit far-fetched for this activity.  Controlled might be a
better fit.
