If there is a problem with the house wiring and something shorts or otherwise interfers with the line I can 'unplug the house', removing all the phones, etc. Plug in the emergency phone - should work. Reason for the emergency phone being kept unplugged is should something like a voltage surge cause damage the emergency phone isn't part of the circuit and so shouldn't be affected.
