Locally Scott County (where I am) is considering a wear-a-mask
regulation (whatever the legal term would be).  Muscatine (the city) is
in Muscatine County.  (And if you want to be further confused Des Moines
the state capital, so city, is not in Des Moines county -- the city is
about 180 miles west of me in the center of the state and the county is
about 75 miles south of be in the SE part of the state!)

Anyway, as far as the mask requirements go, now there's a bit of a flap
because the local regulations are overriding the state's.  It's not the
local jurisdictions can't (state law allows fireworks, city law 
restricts to certain dates and times), but I guess the way the state 
law/regulation/whatever was classified/phrased.
