It depends on the situation. The meterologists at each local office know local climatology, and history of how the models run. If the solutions are similar, they just "blend them". But, there are some days when "the model solutions are totally out to lunch, and will be discarded" . Thnkfully, it's one of the models that get skewed, and not all of them.
