As much as I'm against killing innocents in this case I would agree.

For me it's just an extension of what I've been doing for a hobby since 
probably 3rd Grade.

Fell asleep did we?  <gg>  My guess is a portable access point for WiFi,
with '3' as the version.  ...Googling: 

  Personal Hotspot lets you use your phone's data to set up a Wi-Fi 
  connection. You can then connect other devices to that connection so 
  they can access the internet. Personal Hotspot is also called 
  tethering. 
  
This snippet of information was snagged from a site called three.co.uk. 
Don't think the '3'/'three' is significant as U.S. cell phones could 
just as easily be a hotspot as European mobile phones.
