Yes, "a little annoying" to say the least.  My guess is it may have 
something to do with the the lights on Broadway (cue the tap dancers!) 
are located with relationship to other traffic lights in the downtown 
area.  Or the traffic engineer has an enemy who lives/works on Broadway.
