It was in a rudimentary form in Win98 (not in 95) but needed device-specific drivers for each device, and even then only worked when it felt like it. There was better USB support in 98SE and ME, tho it still wasn't very good. Some things worked, others didn't, and filesystems (eg. flash drives) would often get corrupted. XP made USB support seamless, tho sometimes it doesn't want to eject a device that has a filesystem.
