I hadn't see that though know it has been considered several times over the
years.  Read a recent article where New England is considering 
petitioning to be on the same time zone as Nova Scotia (Atlantic Time 
Zone?): overhead sun matches the clock better?  Also would be breaking 
from New York City as the time zone centerpoint for the East Coast.
