sbbsecho_upgrade.js will overwrite (replace) your ctrl/sbbsecho.ini file if it
exists, so the file deletion is unnecessary. So the value of the batch file
seems questionable to me. If it helps other sysops, then there it is. :-) They
can just copy and paste it into a file and run it.
