I am using Remina on a linux box to access the desktops of other local
computers that have RDP enabled.  To my knowledge, if I had a windows
system, I would be able to access it with Remina so long as it also had RDP
enabled.

Only if you have the ports that allow remote desktop access on the home
computer in question exposed to the internet.  I don't so I cannot access
it from anywhere outside my home.
