Ok, I've only tried Chrome.  VLC plays https://shsbbs.net:8843/shurato.ogg
though on an android phone, but that url or the embedded video on the page
don't seem to like Chrome.  Thanks!  It's possible that Chrome just doesn't
like ogg video.
