I still think they shouldn't have abandoned them and used their human DNA to turn them into Real Children (TM).  Imagine the dynamic of Tom and Janeway being single parents, shared custody, but while also having to work together and have a commander/subordinate relationship.  Plus Naomi would've had someone to play with :D.
