Yeah, I felt like Voyager did a bit too much with the Borg.

It's not that the Borg didn't want to deal with them.  Actually, the Borg tried.  It was the Borg going into their space to try to assimiliate them in the first place that brought them out into normal space.  And then the Borg agreed to work with Voyager on a weapon to try to defeat them.
