An VPN for what?

If anonimity is not an issue you are usually well served rending some cheap VPS
overseas and running the service from it. This is assuming you are talking
about consumer grade VPNs which people uses to connect to the Internet from
home, as opposed to actual VPNs corporations use for connecting one network to
another over the Internet.
