I'm not sure that's all that would happen. Abandoning an astronaut, stranding them in an extremely hostile environment, is a little too close to actively murdering him/her. And I would imagine the US would get pretty cranky if the Bear started killing US citizens... Obviously, the environment *inside* the ISS isn't hostile. But it's fragile. A stray bolt, orbiting in the opposite direction, would have more kinetic energy on impact than any bullet, dummy shell, or cannonball ever fired on Earth.
