To which Commodore Clifford replies...

A guy at work had a better theory.

He had been following various discussions that it was aliens.
 ... that the objects contained "explosives"
 ... that hair spray is considered to be an explosive (ask Michael
Jackson)
 
And came to the conclusion that it was alien hair stylists coming to
Earth in peace to give us all new interstellar inspired hair-dos.
 
Naturally I added that to my theory, surmising that they were going to
start with the performers of the halftime show.
