The story I got on this a long time ago... was that it was caused by industrial espionage.. I don't recall now by who and from whom... but it was meant to be an experimental electrolyte that the competition lifted from somewhere and decided it looked right, it was cheaper and everyone then ran with it not having much option price point wise...
