The breaking of legs (and conspiracy to do so) is within the realm of
government regulation.

Then, realizing this, perhaps those casual opinions are best left unsaid. No
one is stopping you from saying them, but no one is guaranteeing that there
won't be consequences for saying them, either. If those consequences cross
the line into illegal behavior, then the government already has jurisdiction
over that.
