It has nothing to do with shame.

Blowing the whistle over the corruption at the Town Hall is not a shameful
thing to do, but will get some hooded thugs sent by the mayor to break your
legs.

There are lots of non-shameful things to do which will get you in trouble.

We are reaching the point in which some casual opinions that didn t use to be
dangerous will get you obliterated.

That is the concern here.
